Chief Minister Dhami Launches Inclusive Visual Learning Curriculum in Dehradun
DEHRADUN, India — Uttarakhand Chief Minister Pushkar Singh Dhami has officially launched the "Shine Avi Visual Learning Curriculum" at an educational summit in the state capital. The newly introduced program aims to embed comprehensive visual learning tools within the state’s primary education network, prioritizing equity and access for students with diverse learning needs.
According to a report by Dainik Jagran, Chief Minister Dhami emphasized during his address that education only achieves its true purpose when it reaches every single child uniformly, regardless of their physical, geographical, or financial constraints. The administrative rollout is part of a broader provincial effort to modernize early childhood pedagogy and integrate flexible learning structures that accommodate neurodiverse children and those with special educational needs.
The newly unveiled curriculum utilizes sensory-driven visual formats designed to bypass traditional rote learning barriers. Educational experts involved in the design stage noted that visual learning systems dramatically improve retention rates and cognitive engagement for children who struggle within conventional, text-heavy classroom frameworks.
During the inaugural event, the Chief Minister reiterated that implementing inclusive education models is no longer an optional framework but an immediate systemic necessity for the state. The Department of School Education plans to phase the Shine Avi curriculum into state-run primary institutions, alongside specialized teacher-training modules to ensure educators can successfully deliver the visual material to integrated classrooms.
Government representatives indicated that the policy shift aligns closely with India’s National Education Policy (NEP) guidelines, which mandate substantial structural overhauls to create barrier-free learning spaces. By deploying visual-first tools like the Shine Avi curriculum, the state administration intends to minimize early drop-out rates and bridge learning equity gaps across both urban centers and remote Himalayan tribal regions.
